Proposal 4: Increase the cutdown number to 35
Instead of cutting down to 40, teams will be required to cut down to 35. By forcing teams to cut more players, the quality of the draft should improve and trades should increase as well.
This would be for 1942.

I'm on the fence on this on. I like what it does (improves the draft), but i don't like what it does: makes the the draft longer (we've been averaging 27 non-picks last few years) and creates more work for Luplow. I think cutting down rosters to 40 and limiting the draft to 10 rounds does the trick. I think this will improve the league. Anyone want to propose limiting rosters to 40 in 1942? Consider this the effect caused by WWII!!

I've always - from day one - tried to limit myself to 10 cuts. While it's never been the best thing for the team - it limits the draft time (for me, anyway). I say rosters of all teams should be limited to 10 cuts.
