1949 Proposal 2 - Infielder, Outfielder out of position
Change the inning when an outfielder or infielder can play out
of position -- currently from the 15th inning -- to the 13th inning.
Commentary: This will fix a current unfairness to players.
Starters are allowed to pitch in relief in the 13th inning.
