A starting pitcher may not be removed from a regular season start before the completion of the 5th inning until he has either become fatigued or allowed 5 runs, or until the potential 5th run is on base in the 3rd inning or later. This runner may not be placed on base with an intentional walk.

While no one claims that the BVL needs to be exactly like "real" baseball (and we're not--see, e.g., the dominance of four-man rotations, ridiculously liberal reliever usage rules, etc.), the Bulldogs have always felt that there should be at least some resemblance to "real" baseball, lest our game become some unrecognizable mutation of baseball that begins to cease to have meaning for those of us who love the game of baseball.
This is most egregious in how we value starting pitching vs. relief pitching. Case in point--2012 Yu Darvish vs. 2012 Jake McGee. In anything close to something even resembling reality, Darvish is by far the more valuable pitcher--191 1/3 inning of high quality starting work. But on a per inning basis McGee (who only pitched 55 1/3 innings) was better. And in our bizzaro world, McGee is more valuable. Why? Because, in a 60 game schedule, I can get 85 innings out of McGee (2 + 1 2/3 + 2, then a day off--repeat 15 times). Since McGee is better than Darvish on a per inning basis, my incentive is to replace as many Darvish innings with McGee (or whatever reliever hit the one-year, fluke season jackpot) innings, to the point where the optimal strategy is for me to start Darvish and lift him as soon as I can--1 batter, 1 inning, whatever.
This prevents that. I will view failure of this rule to pass as the members stating unequivocally that they prefer the reliever-centered model of "baseball". And, having tried and failed to change the course the league seems to be setting, the Bulldogs will adapt to the wishes of the members and maximize their return on their pitchers in accordance with the rules that everyone wants, and let the parade of 2nd or 3rd inning relievers begin.

this would be impossible to manage in hal games. i'd support a proposal requiring clubs to carry 5 eligible starters on their 25-man rosters. this would i think create unseen forces: 1. multi-position players and starter/relievers are valuable; 2. removing a pitcher early is now risky since a 5th starter replaces that 6 or 7th reliever. you'd now want to get more innings from your starter. i will be posting this proposal again tonight. i think this would be a good start in future modications.

one of the best things we did is vote for pitchers injuries. luplow has noticed a sharp decline of managers removing their starters early.
