1. A player who spends any part of three consecutive Card years in the minor league system for any BVL team becomes a minor league free agent at the end of the third Card year (see Fermann Terms).
COMMENTARY: Lowering the miFA eligibility from 4 to 3 years will increase the talent pool of young prospects and veterans, who have not signed long-term contracts, resulting in more "real-life" teams. Clubs, for example, may have to decide to keep a starter on their 26-man roster rather than losing him to free agency.

A revision to Proposal 1 ("Effective 1953" and an exception added):
1. A player who spends any part of three consecutive Card years in the minor league system for any BVL team becomes a minor league free agent at the end of the third Card year (see Fermann Terms).
Effective 1953.
Exception: During the 1953 and 1954 seasons only, miFAs can be offered a contract extension.
